Lay Member re-appointed to the NI Judicial Appointments Commission

The First Minister, the Rt. Hon. Arlene Foster, MLA, and the deputy First Minister, Martin McGuinness have re-appointed Mr Lindsay Todd as a Lay Member to the NI Judicial Appointments Commission (NIJAC).

The re-appointment is for a four year term from 3 October 2016.

Notes to editors: 

1. The Northern Ireland Judicial Appointments Commission (NIJAC) was established on 15 June 2005 under the Justice (Northern Ireland) Act 2002 as amended by the Justice (Northern Ireland) Act 2004. On the devolution of policing and justice powers in April 2010 the remit of the Commission was further expanded and NIJAC is currently responsible for selecting and appointing, or recommending for appointment, applicants in respect of all listed judicial offices up to and including High Court Judge.  

2. The Commission comprises a Chairman who is the Lord Chief Justice and 12 other members:-

  • five Judicial Members;
  • two Legal Profession Members (a barrister nominated by the General Council of the Bar and a solicitor nominated by the Law Society); and
  • five Lay Members.

3. The Executive Office holds sponsorship responsibility for the Commission and the 2002 Act provides for the First Minister and deputy First Minister to appoint Commissioners.

4. Mr Todd was an equity Partner at PricewaterhouseCoopers LLP (PwC) until his retirement from the partnership. During his 25 year career at PwC he held a number of UK roles, including Head of Tax in Northern Ireland.

5. He is currently a member of the Investment Committee at Queens University Belfast and of the Disciplinary Panel of the Chartered Accountants Regulatory Board of Ireland. He is currently a trustee board member of the charity Relate NI, Chair of SSAS Solutions (UK) Ltd. and a Governor of Sullivan Upper School.

6. Mr Todd was appointed to the NI Local Government Officers Superannuation Committee from 1st May 2013 for a four-year term. A meeting fee of £118.00 is payable. He was also appointed to the Charities Advisory Committee of the NI Central Investment Fund for Charities from 1 August 2014 for a three-year term. No fees are payable in respect of that position.

7. Mr Todd will bring a considerable range of strategic management, planning,  recruitment skills and experience to the role.

8. All appointments are made on merit and political activity plays no part in the selection process. However, the Commissioner for Public Appointments requires the political activity of appointees to be published. Mr Todd has not been engaged in any political activity in the last five years.

9. Remuneration will be made in accordance with the Commission’s fees schedule attracting a daily rate of £294.
