The Office of the First and Deputy First Minister (OFMDFM) and the Department for Social Development (DSD) commissioned BDO in May 2010 to critically assess and evaluate the work of one of its 'Arms Length Bodies' - Ilex Urban Regeneration company (Ilex URC) - since its inception. Such a review is required by Ilex's management statement and financial memorandum.
