    This strategy for victims and survivors is designed to provide the outline of a coherent and comprehensive approach for taking forward work on a range of issues relating to victims and survivors. 

    It is recognised that the issues are numerous, complex and give rise to very deeply held emotions and feelings. This makes it of the utmost importance that the strategy itself is concise and easily understood. Also, because for many people fear and trauma remain a present day reality it is crucial that any strategy recognises the importance of victims and survivors feeling that they are safe in a changing environment.
