  • New Traffic Management Measures at Ebrington

    Date published: 16 October 2026

    Work is now underway on the introduction of new permanent traffic management measures at Ebrington.

    The new arrangements follow a comprehensive review of traffic management, infrastructure and operational requirements across the site. They are designed to improve safety and accessibility for visitors, tenants and event attendees, while supporting the efficient operation of Ebrington as a key destination for business, tourism, culture and community activities. The measures will also help make the site more inclusive and accessible for people with disabilities.

    The programme of improvements will deliver an integrated traffic management solution incorporating:

    • Automatic Number Plate Recognition (ANPR);
    • Access control infrastructure, including barriers and bollards;
    • Dedicated parking enforcement resources; and
    • Enhanced parking management arrangements, including a payment system aligned with city-centre rates.

    Implementation work will be delivered on a phased basis, with the initial phase focused on installing the infrastructure required to support the new arrangements.

    The full programme is expected to be completed by end of the financial year.

    The programme has been carefully planned to minimise disruption and Ebrington will remain open throughout the works period. Further information will be provided to stakeholders and site users as implementation progresses.

    Notes to editors:

    1. In 2025, The Executive Office commissioned an independent review of traffic management arrangements at Ebrington by a traffic management expert from the Strategic Investment Board (SIB). The review provided a detailed assessment of existing conditions at Ebrington and identified a number of recurring issues associated with unmanaged vehicle access and free parking.
    2. Based on site observations, risk assessments and engagement with tenants, the Ebrington Traffic Management Review concluded that signage and informal controls alone were insufficient and recommended the introduction of a comprehensive, integrated traffic management approach.
    3. The programme includes installation of Automatic Number Plate Recognition (ANPR) technology, access control infrastructure comprising barriers and bollards, a public car park management system and dedicated parking enforcement resources.
