About the Project

SureStart experience significant demand for their services in South Belfast and the original facilities in the Family Learning Centre in Taughmonagh were not fit for purpose and required updating.  The project was designed to improve the quality of the accommodation to bring it up to a modern fit for purpose standard that complied with health and safety and DDA requirements.  These refurbishment works have allowed the continuation and sustainable development of SureStart services offered to existing users and has allowed for fully integrated service provision within the building in the Taughmonagh area. 

The project provided a dedicated parents’ room to enable parents to undertake activities in the same building as their children.  These activities include parenting programmes, peer support groups, one to one and family group work, and ante-natal/peri-natal programmes.  This has ensured that SureStart services are fully integrated under one roof and allows the expansion of work with parents and expectant parents as well as parent and child activities alongside the group based children’s activities.  The project also provided better access to the outdoor play area, enhanced storage and the provision of a separate sleep area.

Progress to date

This project has been completed construction and is operational. This project has delivered new modernised accommodation and service provision addressing the needs of all residents in the wider South Belfast Area. This project was one half of a project that also included SIF funding for the internal refurbishment of the Belvoir/Milltown Surestart premises, which is also operational, and together they have helped to ensure the continuation and enhancement of the services provided by South Belfast SureStart helping to improve health, learning, social and emotional development and strengthening families and communities in the SIF Belfast South zone. The new Taughmonagh SureStart facility is located in close proximity to the Taughmonagh Enterprise Centre, which was also a SIF project, and this has helped to ensure that it is fully integrated into the overall community development and regeneration infrastructure and maximises the benefits to everyone in the local communities.

Impacts

Monitoring and evaluation of all Social Investment Fund projects is carried out using “Outcomes Based Accountability” (OBA). Where SIF has funded capital works, the project provides quarterly “post-capital” data for a period of 3 years which details the positive impacts enabled by the capital works undertaken. The Taughmonagh SureStart project has completed its 3 years of post-capital monitoring. Below are the final capital and post capital infographics which highlight the key impacts of the project.
