About the Project:

The new centre has provided a number of new and additional health and wellbeing services within the Old Warren Estate and the wider community.  The SIF capital investment included provision of additional office space, which is utilised by a number of organisations, enabling them to deliver an increased suite of programmes to suit the needs of everyone in the community. These include counselling services, parenting programmes, early years and early intervention programmes for local families and those in need of support.

The centre has been operational since September 2017 and has delivered a number of wider benefits for the local community, including:

  • increased employment in the area with 19 jobs created;
  • improved health and wellbeing and knowledge and awareness of healthy living;
  • improved social and economic outcomes; and
  • complimenting future regeneration in this area.
  • Improved access to services that were previously not available locally.

Progress to date:

This project has completed construction and is operational. The benefits of this new centre will reach right across residents in the Old Warren Estate and in the wider communities. The suite of key community services on offer will help to improve educational and personal skills and the mental and physical wellbeing of residents in the local area.  This, in turn, will lead to improved school performance and improved health and wellbeing giving young people the best start in life and helping the local communities to reach their potential. The new facility is located adjacent the West Lisburn Community Centre, which was also a SIF project, and this has helped to ensure that it is fully integrated into the overall community development and regeneration infrastructure and maximise the benefits to everyone in the local communities.

Impacts:

Monitoring and evaluation of all Social Investment Fund projects is carried out using “Outcomes Based Accountability” (OBA). Where SIF has funded capital works, the project provides quarterly “post-capital” data for a period of 3 years which details the positive impacts enabled by the capital works undertaken. The West Lisburn Community Centre project has completed its 3 years of post-capital monitoring.
